Abdullakutty’s suspension exposes CPI-M’s anti-development, anti-Muslim attitude

By Danish Ahmad Khan

CPI-M’s Muslim MP from Kerala A.P. Abdullakutty would have never dreamt that praising Chief Minister Narendra Modi for bringing astounding industrial development and turning Gujarat into a model state would lead to his suspension from the party. Abdullakutty, a two-time Lok Sabha MP from Cannanore (Kannur), was suspended from the party on 18 January for one year. Earlier, CPI-M district committee had served a notice asking him to explain why he showered praises on Modi for his efforts to bring development to Gujarat, which was at variance with the party’s view.

It may be recalled that Abdullakutty showered praise on Modi while addressing Indian Media Forum in Dubai on 28 December last year. “Today, Gujarat is the most investor-friendly state in the country. That’s the only state where every investor gets a red-carpet welcome, no matter how much he invests. Gujarat is getting investments, and industrialists are fond of Chief Minister Narendra Modi,” Abdullakutty said. When asked about shifting of Nano project from CPI-M ruled West Bengal to BJP-ruled Gujarat, he remarked: “Several chief ministers were ready to welcome Nano project in their state but Tata opted for Gujarat. This was only because Modi gave the best alternative proposal.” Asking to emulate development model of Gujarat, Abdullkutty said that Left should ponder why Ratan Tata shifted his project to Gujarat.

The upright young Muslim MP Abdullakutty now asks after all what wrong did he do that evoked party’s wrath. “I have not made any mistake. I am very sad as the party has not been convinced by my explanation. I talked about Modi in Dubai while replying to a question by an investor who asked why he should invest in a state, which witnessed 82 hartals in last year. The 2002 pogrom in which Muslims were massacred could not take away the fact that Modi had brought investments to Gujarat,” Abdullakutty said, and reiterates that Modi deserves full marks for pursuing his development agenda, but his communal agenda should be vigorously denounced. “In fact, I prefer to recognize both sides of Modi’s personality – one pro-development, and the other communal. My party CPI-M, on the other hand, is not ready to separate Modi from his communal persona, which is really unfair and unethical,” feels Abdullakutty. However, now with Abdullakutty's suspension, it is ulikely that he is going to again contest coming Lok Sabha polls until his suspension is revoked.

This is, however, not for the first time that Abdullakutty had to face wrath for "defying" CPI-M’s ideology. Earlier, the CPI-M had censured and demoted Abdullakutty for traveling to Makkah for performing Umrah [mini Hajj] in the first week of June last year. Abdullakutty, who was an area committee member, was demoted to a simple member in the local committee after the district committee took disciplinary action against him on 19 June. The party first "charge-sheeted" him for performing Umrah in Makkah. Later, conscious of the fact that the decision could invite backlash from the Muslim community, the party claimed Kutty was punished for delivering a speech against bandhs and hartals.
Abdullakutty, commenting on the party action, had then said: "Disciplinary action was initiated against me after I returned from Makkah. The so-called controversial speech is an old issue anyway. A number of leaders had aired the same view on bandhs and hartals." He added, "The timing of the party's disciplinary action against me has made people believe that I have been convicted for performing Umrah. But the party denies that the action was caused by my having undertaken the religious trip."

It may be recalled that even West Bengal transport minister Subhas Chakraborty was photographed offering puja at a Kali temple in Bengal’s Birbhum district. In Kerala, two CPI-M legislators took their oath “in the name of God” in the assembly in May 2006. The party squirmed in embarrassment in both the cases but took no action against these Marxist “believers”, who would have otherwise been suspended or expelled from the party. Abdullakutty had to face disciplinary action of being demoted only after undertaking the Muslim religious ritual of performing Umrah.

In the case of Subhas Cakraborty, the then West Bengal Chief Minister Jyoti Basu reprimanded him in public. The CPI-M’s Bengal unit also summoned Chakraborty to the party’s state committee meeting and asked him to explain his position after the media widely covered his visit to the temple. Later, CPI-M Bengal state secretary Biman Bose clarified that the transport minister was “neither show-caused nor censured” but was asked to “clear the air” in public. In CPI-M’s Kerala state unit things are no different either. Here, too, the party has never dared to reprimand or punish the “religious-minded” legislators Aisha Potti, the Marxist-ruled state’s first Brahmin woman MLA, and M.M. Monayi, a practising Christian, for taking oath “in the name of God”.

On the contrary, Abdullakutty’s demotion for performing religious ritual of Umrah and his suspension for praising Modi for turning Gujarat into a development model clearly smacks of the biasness the CPI-M holds against its Muslim members. The actions of CPI-M against Abdullakutty prove that the party is a thorough hypocrite, anti-development and anti-Muslim. Will the CPI-M stalwarts care to explain why the Left parties backed the National Front government headed by Vishwanath Pratap Singh when the ‘communal’, ‘anti-minority’ Bharatiya Janata Party (BJP) was part of the same government? Will the CPI-M bigwigs please explain why they allied with the BJP in voting against the Congress Party-led UPA government-backed-Indo-US Nuclear deal? Before voting against the Indo-US Nuclear deal, Left parties were in alliance with the UPA government. After all, what ‘national interests’ did the Left parties serve in allying with the ‘communal’ BJP on these two occasions? I don’t think that any Muslim CPI-M legislator or MP would have even dared to perform ‘Umrah’ or ‘Hajj’ after Abdullakutty’s demotion. Will the CPI-M functionaries or Muslim Marxists please clear their stand on this ‘discriminatory’ issue?

Abdullakutty rightly feels that CPI-M needs to change its attitude, particularly towards its Muslim members. Belief is a personal affair. The Marxist lexicon nowhere indicates that a communist should necessarily be an atheist. Yet the party frowns on believers, particularly Muslims, who want to follow the Left ideology. As per the CPI-M brand of 'secularism', backing Muslims on the Amarnath shrine land transfer issue, and staging demonstrations against Israeli brutalities in the Gaza Strip are important things. But when it comes to allowing a party MP from the same community to practice his religious beliefs, the knives are brought out against him.

Last but not least, praising Chief Minister Narendra Modi for turning Gujarat into a development model is neither a crime nor this means that his communal brand of politics would also get approval just because the person happens to be the same. CPI-M in West Bengal has already lost Nandigram assembly bypolls at the hands of Trinamool Congress. This should already sound alarm bells for Left parties. In India, today corruption and development have become important agenda to win elections. The days of communal politics are over. Parties across political affiliations need to give a serious thought over this. Or else…. better they be prepared to fade into oblivion!

Israel As Fountainhead Of World Terrorism: A Chronological Record Of Its Terrorist Activities

[Israeli-Palestinian conflict has always perturbed the civil society in India, and particularly Indian Muslims remain concerned about this as ever. Shamshul Islam, Reader in political science in a Delhi University college, has compiled a chronological record of Israel’s terrorist activities, which is an excellent and valuable scholarly compilation. However, I believe that more than Israel and the US, it is Fatah and Hamas who are responsible for the sufferings of the Palestinian people. Readers are requested to go through this interesting posting and are welcome to send their comments.]

THE ISRAELI-Hamas conflict and horrendous killings in Gaza Strip has drawn massive worldwide protests, and this includes protests in Israel too. The Israeli-Palestinian conflict has always perturbed the civil society in India, and Indian Muslims particularly continue to remain concerned about this. Muslims in Hyderabad, Jammu and Kashmir, Delhi and other places in the country staged demonstrations calling immediate halt to merciless killings inflicted upon women, children and other residents of Gaza.

After three-week-long air and ground offensive by the Israeli army in Gaza, a unilateral ceasefire came into effect on 18 January 2009 with Prime Minister Ehud Olmert announcing that troops would stop fighting. The Hamas movement, against whom this operation was directed, however said that it would not respect any ceasefire so long as Israeli troops remained in the Gaza Strip.

This truce, which is undoubtedly a temporary one, is being again seen as yet another lull before the storm. But, after all, who is responsible for this? The entire world accuses Israel of indulging in war crimes against the helpless Palestinian people, and its godfather United States collaborating in these crimes. However, to me, it is not only Israel and US alone, but also Fatah-Hamas duo that are greatly responsible for the sufferings of their own Palestinian people. In fact, sometimes it seems as though Fatah and Hamas are both playing into the hands of Israel and US.

The genesis of the Israeli bombardment in Gaza lies in the ongoing Fatah-Hamas conflict, also referred to as the Palestinian Civil War. The conflict is called ‘Wakseh’ among Palestinians, meaning humiliation, ruin, and collapse as a result of self-inflicted damage. This Conflict of Brothers began in 2006 and has continued, in one form or another, into 2009. The majority of the fighting is occurring in the Gaza Strip where fighting began after Hamas’ legislative victories. Hamas remains in control of the Gaza Strip. The tensions between Hamas and Fatah began to rise in 2005 after the death of longtime PLO leader Yasser Arafat who died on 11 November 2004, and intensified after Hamas won a majority in the Palestinian National Authority elections of January 2006. In his nationally televised speech on 21 June 2008, Palestinian Authority (PA) President Mahmoud Abbas denounced Hamas’ leaders as “murderous terrorists” who had carried out a “coup” in the Gaza Strip. President Abbas dismissed the 3-month-old “national unity” government headed by PM Ismail Haniyeh of Hamas, outlawed Hamas affiliated militias and appointed an “emergency” government led by former World Bank economist Salam Fayyad. Hamas has since refused to recognise the legitimacy of the Abbas’s appointed emergency government.

Israel, the US and the European Union, which had previously demanded a popularly elected PA government, responded to Hamas’s 2006 election win by imposing a crippling financial embargo on the Israeli-occupied Palestinian territories. US President George Bush accused Hamas of “assaulting” Palestinian democracy, and lifted the financial embargo only after President Abbas dismissed Haniyeh-led government. Israel has been working relentlessly to deepen the rift between Hamas and Fateh. This is very much obvious as seen in the recent killings in Hamas-dominated Gaza Strip and sparing Fatah-dominated West Bank. Israel has also worked very hard to weaken Fatah and President Abbas by undermining their credibility by not honouring the promises it made to them. Israel used the Oslo accords and the “peace process” to divide Palestinians. President Abbas rejects the armed nature of the intifada and adamantly supports popular and peaceful resistance and political negotiations to achieve Palestinian national rights. On the contrary, Hamas continues to call for the destruction of the State of Israel. This conflict of interests between Fatah and Hamas has subsequently weakened the Palestinian national movement. The power mongering by both the parties in controlling the Palestinian enclaves West Bank and Gaza Strip individually has only inflicted a severe blow on the psyche of Palestinian people and thereby leading to incessant bloodshed and brutalities being inflicted by the Israeli army. The actions of both Hamas and Fatah have only buttressed the Israeli expansionist policy and extending its continued occupation of Palestinian territories forever. Why can’t one believe that under the circumstances Hamas and Fatah are increasingly acting as mere pawns in the hands of Israel and US. Israel wants a Palestinian Authority with authority only to control its people rather than any land and that it continues to act as Israel’s policeman. Fatah and Hamas need to see through this Israeli design and join hands to strengthen the Palestinian national movement and allay the sufferings of their people.

The world governments and civil society cannot remain oblivious and mute spectators of the holocaust being inflicted on the Palestinian people. Former US president Jimmy Carter in a June 19 speech at a human rights conference in Dublin also criticised Bush’s policy toward Hamas, saying Washington’s refusal to accept the outcome of the “free and fair” January 2006 Palestinian Legislative Council election was “criminal”. Carter said, “The United States and Israel decided to punish all the people in Palestine and did everything they could to deter a compromise between Hamas and Fatah.” Even former national unity government information minister Mustafa Barghouti in an interview with the Australian Lateline TV program on June 19 observed that the division of the Occupied Palestinian Territory (OPT) between a Hamas-controlled Gaza Strip and a Fatah-controlled West Bank “serves exactly the Israeli interests of imposing their own reality on the ground which we see through the building of the [separation] wall, the expansion of settlements and transforming the Palestinian entity into clusters of prison-like ghettos. If the Israelis want to empower Mr Abbas really, they will declare they are ready to end occupation, stop building the wall, stop settlements building, announce they are ready to allow East Jerusalem to be the capital of Palestinian state and then Mr Abbas will be the hero of all Palestinians.” He went onto say that this would not happen because the Israeli plan for the PA “is only a limited self-governing government that has control on people but not on land, not on water, not with sovereignty” and that Tel Aviv wants a PA regime that will “suppress its own people on behalf of the Israelis, some kind of a security sub-agent for the Israeli side. That was the dream of Israelis when they signed Oslo… The problem remains the same. The cause of all what we see today is this Israeli military occupation, which has been here for 40 years, longer than any other occupation in modern history.”

Israel As Fountainhead Of World Terrorism: A Chronological Record Of Its Terrorist Activities

Israel, a Zionist theocratic state is the real harbinger of the modern terrorism, is a fact known to the whole civilized world, specially the people of Palestine, who have been at the receiving end of the Zionist terror-network for more than 6 decades. Israel as a state was forced on the peace-loving people of Palestine in 1948 but long before it the Zionist terrorist groups had been blasting buildings, burning villages and killing people. The Zionist terrorist gangs were not targeting only Palestinians both Muslims and Christians and their properties but also UNO officials and its offices in the West Asia who were there to supervise peace. Today Israel and its patron in barbarism; USA (and its lackeys) and United Nations itself may be oblivious of this reality but here are reproduced two sets of UNO documents, which long back underlined the fact that Israel and Zionist gangs are the fountain-head of modern day terrorism.

The first document was prepared by a UN Committee and released on October 1, 1948. It was prepared for Mr. Ralphe Bunche, New UN Commissioner to Palestine who assumed charge after the tragic assassination of Count Folke Bernadotte by identified Jewish terrorists on September 17, 1948.

The foreword of the report said:
"This report is a compilation of all identified terrorist attacks on British, American and Arab individuals and entities in the assassination of the British Resident Minister in the Middle East on November 6, 1944 by members of the terrorist Jewish Stern gang to the assassination of Count Bernadotte on September 17, 1948 by members of this same gang of fanatics.

This information is compiled from reports of the US Department of State, the British Foreign Office and various American and British press services."

This report listed 167 major terrorist acts indulged by the Zionist gangs between 1944 and 1948, not only in West Asia but in Europe also. We are reproducing here some of the prominent acts of Israeli terrorism from the UN report in a chronological order as listed in the original report. However, this report also throws light on how west had started capitulating to Zionist terrorism.

February 29, 1948, Rehoveth. The British Mandate Government denounced the Jewish Agency after 28 British soldiers were killed and 35 seriously injured when a Haifa-bound train from Cairo was blown up. Stern gang terrorists took credit for the bombing of the British train as revenge for the Ben Yehuda Street bombing in Jerusalem.

March 2, 1948, Haifa. Stern gang terrorists detonated a truckful of explosives at an Arab office building in Haifa, killing at least 14 Arabs.

March 5, 1948, Jerusalem. The Jewish Agency stated that large-scale Jewish arms shipments were ready in various Mediterranean ports destined for the arming of Jewish partisans in Palestine to "fight and drive out" the Arab population of what the Agency stated "was eternal Jewish land" that could not be occupied by either the British or the Arabs.

April 6, 1948, Palestine. Jewish terrorists invaded the British Army's largest Palestine camp near Pardes Hannan south of Haifa in a raid for firearms and murdered seven British soldiers.

April 9, 1948, Jerusalem. Irgun and Stern gang terrorists stormed an Arab suburb of Jerusalem, Dir Yashin, killing 250 Arabs, half of them women and children.

April 25, 1948, Jaffa. The Irgun launched an attack on Arab Jaffa claiming that it was a stronghold for Arabs. They also attacked Tel Aviv with 2,000 men, armored cars and mortars and captured the Arab district of Mansielt. Their advance was halted when British fighter planes and light artillery were used against the Irgun.

April 27, 1948, Palestine. Initially condemning the Irgun for its attack on Jaffa, the Haganah (Irgun and Haganah both leading Zionist terrorist gangs) reached an agreement with Irgun and the latter agreed to operate under Haganah control. Both groups then attacked, Haganah seizing Jaffa's eastern and southern suburbs. The Arab city was encircled by April 29, and all but 15,000 of Jaffa's Arab inhabitants had been driven from the city, although the town was officially termed an Arab area. In Tel Aviv, the Stern gang robbed Barclays Bank of $1 million.

April 30, 1948, Jerusalem. Haganah scored victories against the Arab residents after fruitless UN efforts to arrange a truce that would protect historical shrines in the ancient Walled City. Jewish extremists threatened to dynamite the Arab Dome of the Rock Mosque unless all Arabs immediately evacuated Jerusalem. The British response was that if this happened, they would blow up the Wailing Wall, the last remnant of the destroyed temple. The Haganah agreed to respect both Arab and Christian monuments but insisted all Arabs and Christians must leave Jerusalem. In a move they described as "defensive," the Haganah overran the Christian Arab Katamon quarter in southwestern modern Jerusalem and captured most of the Moslem Mamilla cemetery. Jewish workers seized the general post office in Jerusalem. In Katamon, Haganah captured St Simon's Greek Orthodox Monastery, drove out the monks and vandalized the building. British troops stepped in to prevent further massacre of the Arabs.

May 5-8, 1948, Palestine. The Haganah, now styling itself a "Jewish Army," struck Upper Galilee in northeastern Palestine and claimed to have crushed any Arab resistance by the end of the week. Safad, capital of Upper Galilee and normally a city of 15,000 Arabs, was reported by the Jewish Agency as having been "cleansed" of Arabs by May 6. The only remaining occupants of the town were 2,000 Jews. Haganah announced that all Arab property had been confiscated from the owners and would be given to Jewish settlers.

May 4, 1948, Tel Aviv. The 37-man Jewish Legislative Council met in Tel Aviv and heard Premier-designate David Ben-Gurion declare that 150,000 Arabs had been driven from their homes in the past five months but that the Jews "haven't lost a single settlement" The Stern gang resumed "direct war" against the British for protecting the Arab population of Jerusalem. Seven British soldiers were killed near Nethanya. At the same time, the Stern gang took credit for a letter bomb which killed the young brother of a British army officer in England.

May 6, 1948, Jerusalem. Haganah was redesignated as the Jewish State Army…The army will be increased to 85,000 immediately.

May 22, 1948, Jerusalem. Thomas Wasson, US. Consul General in Jerusalem and a member of the Council's Truce Commission, was fatally wounded by a Stern gang sniper near the US. Consulate. Two other Consulate members were also assaulted, one dying the next day.

September 17, 1948, Jerusalem. Angered by his order to readmit 8,000 Arab refugees driven from three villages near Haifa by attacks of Jewish terrorists, the Stern gang assassinated Count Folke Bernadotte, UN mediator for Palestine. Also killed in the attack was French Col. Andre Serot, chief of France's 100-man contingent in the unarmed UN truce-observer team.

UNO Resolutions Aganst Israeli Terror
The Zionist terrorism continued unabated with the establishment of the theocratic state of Israel. This continued despite condemnation by the UNO and world community except USA. From 1967 to 1989 the UN Security Council passed 88 resolutions in which actions of Israel were either "condemned," "censured," or "deplored". During the same period the UN General Assembly passed 429 resolutions against Israel were passed and this totalitarian state was openly condemned 321 times. It is to be noted here that about 50 resolutions condemning Israel were aborted as USA vetoed the same. Israel ignored every single resolution. The number of resolutions criticizing or condemning Israel is unmatched by the record of any other nation.

One day Rahul Gandhi will be PM: Salman Khurshid

[Salman Khursheed is an erudite leader and prominent Muslim face of the Congress Party. He is a stalwart in Uttar Pradesh politics, and has always tried to bring disgruntled Muslims into the party fold. Khursheed believes that an alliance with the Samajwadi Party is crucial at this juncture to bring the party back into power. However, Muslims are still skeptical and refuse to support this alliance. Muslims have already made clear their intentions of resorting to tactical voting in future as well. Khursheed expressed his opinion in tete-a-tete with Nabeel A. Khan. Readers are invited to give their comments.]

[Pictures (1.) Salman Khursheed at his house; (2.) Salman Khursheed with Rahul Gandhi; (3.) Nabeel A. Khan]

Salman Khursheed is actively involved with the Congress Party since his debut in 1985. He particularly takes interests in minority affairs. He was a Member of Parliament (Lok Sabha) from Farrukhabad constituency in Uttar Pradesh. He was also Minister of State for External Affairs from 1993-96. Being a prominent Muslim face in the party, Salman Khursheed always makes it a point to strive his level best in reconnecting the Muslim vote bank to Congress Party’s kitty. The efforts have become vigorous ever since Muslims abandoned the party after the Babri Masjid demolition in 1992. But Muslims are still fearful and refuse to return to the Congress fold. Even Mr. Khursheed now resignedly says that Muslims are now leaning towards the Congress in Uttar Pradesh but would vote for it if the party was in a position to win. For this to happen, Mr. Khursheed believes that an electoral alliance with the Samajwadi Party is important and the need of the hour. “Muslims hold the trump card. The winner in Uttar Pradesh would be determined by which way the Muslim vote went,” declares an unassuming Khursheed.

Salman Khursheed may be right in holding his ground being a diehard Congressman. But the very idea of having an alliance with the Samajwadi Party sends the Muslim electorate into a tizzy. Samajwadi Party’s credentials have become doubtful vis-à-vis Muslim electorate. Samajwadi Party is itself currently into the state of that of the devil and deep blue sea while taking stance particularly on Muslim issues. During the party’s national convention at Kota in Rajasthan Samajwadi Party MP Akhilesh Yadav, also son of party supremo Mulayam Singh Yadav, had opposed the ban on SIMI – the organization that indulged in terrorist activities. On another occasion, Samajwadi Party published advertisements in newspapers just before elections in 1994 comparing Mulayam Singh Yadav to Imam Hussain, the grandson of Prophet Mohammed. The advertisement said: “Jo log chaudah sau saal purane Karbala ke wakye ko nahi bhool payee, wo Mulayam Singh ki kurbaniyon ko kaise bhool sakte hain?” (How can Muslims, who cannot forget the sacrifice made in Karbala by Imam Hussain some 1,400 years ago, forget the sacrifices made by Mulayam Singh Yadav for the community?). This greatly infuriated the community raising questions over the professed love of erstwhile Maulana Mulayam for Muslims. In yet another instance Samajwadi Party MP Munnawar Hasan alleged that the Muslim MPs were offered Rs. 25 crore (US$6.5 million) by party General Secretary Amar Singh to vote for Indo-US Nuclear deal in 2008 and bail out the UPA government. “I will defy the party whip and vote against the UPA government on nuclear deal during the confidence vote on July 22. I have support of around seven party MPs. The deal is anti-Muslim and we are against it more so because it is being promoted by the US, which is an anti-Muslim country,” declared the rebel MP Munnawar Hasan. There are several other instances to expose the so-called socialist and secular credentials of Samajwadi Party. During the infamous Batla House encounter, it was Samajwadi Party leader Amar Singh who announced Rs. 10 lakh compensation to slain police official Mr. Sharma’s wife. But the compensation instead turned out to be only of Rs. 1 lakh, which not only exposed what Samajwadi Party really stands for and how much respect it has for those who lay down their lives in national interest. After the insulted slain official’s wife refused the compensation amount, Amar Singh donated the amount of Rs. 10 lakh to Jamia students’ body to fight for the implicated students and to please Muslims to reap political dividends during Delhi assembly polls. This is how the Samajwadi Party showers its real love both on Hindus and Muslims alike. Doesn’t these actions of Samajwadi Party makes its position circumspect in the eyes of countrymen? Congress Party’s bonhomie with the Samajwadi Party after blowing hot and cold shows the dilemma in which both parties are in Uttar Pradesh. Before its association with Samajwadi Party, the Congress Party was friends with arch rival Bahujan Samaj Party.

Muslim votes kisi ki jageer nahin hai. Jo aage barh raha hai usi ko vote denge.” (Muslim votes are not somebody’s personal property. We shall vote for those who are ahead in the race.) These are some of the views of Muslim electorate echoed during previous elections. Tactical voting has now become keyword for Muslims in Uttar Pradesh as well as elsewhere in the country. A pitched battle is being fought amongst Congress Party, Samajwadi Party and Bahujan Samaj Party to bring Muslim votes into their respective party’s kitty in the state. But the Muslims have already made clear their intentions. Congress Party would do well to make extensive efforts to bring its erstwhile electorate into its fold. The party should shirk its habit of allying with smaller parties in order to regain its minority vote bank. The party should deliberate on hows and whys of the drift in its votebank threadbare, and Salman Khursheed knows this better.

My colleague Nabeel A. Khan from IANS interviewed Salman Khursheed a few days ago. Present below is the wide-ranging interview of Mr. Khursheed.Danish Ahmad Khan

INTERVIEW

One day Rahul Gandhi will be PM: Salman Khurshid
By Nabeel A. Khan

New Delhi, Jan 17 (IANS) It was "very obvious" that Congress general secretary Rahul Gandhi would be India's prime minister one day, but for now Manmohan Singh remained the prime ministerial candidate, party leader Salman Khurshid has said.

In a wide-ranging interview here, Khurshid also said that Muslims were leaning towards the Congress in Uttar Pradesh but would vote for it only if they felt it was in a position to win, and so an electoral tie-up was needed with the Samajwadi Party ahead of the Lok Sabha polls.

Khurshid, a former chief of the Uttar Pradesh Congress and a former minister of state for external affairs, was asked if Rahul Gandhi, son of Congress president Sonia Gandhi, would be the next prime minister of the country.

"Rahul Gandhi is going to play a very major role in these elections," the Congress veteran told IANS, referring to the coming Lok Sabha elections.

"I think we have to let him make up his mind... He would make up his mind or his mother will decide for him. He doesn't seem to be in a hurry. He knows what he is doing and he is enjoying it.

"Yet, it is very obvious that one day he is going to be prime minister, I hope he becomes a very young PM, why not? I think it is very clear that he is amongst top leaders and it is also very clear that he strongly believes in a sense of propriety and democracy.

"Let the appropriate time come, he will be anointed or he would step forward to take (up) the responsibility," Khurshid said. "Right now he is trying to build the party. We should appreciate him for that."

So who is the Congress' prime ministerial candidate this time?

"I think we have a very good prime minister today and we have not been told that he is retiring," Khurshid said. "We have a prime minister, therefore we don't need a candidate. He is a highly respected man; he has steered us in a very difficult time."

Khurshid said the need of the hour in Uttar Pradesh, India's most populous state, was a tie-up between the Congress and the Samajwadi Party, which came together last year after years of bitter rivalry.

Arguing that people were inclined to vote along caste lines and that Muslims held the trump card, Khurshid said the winner in Uttar Pradesh would be determined by which way the Muslim vote went.
"So, in order to revive our fortune, we will have to understand the equation of caste along with the Muslim vote. I think this is a long process and cannot be done overnight.

"Muslims are undecided, but they are more with the Congress now than in the past 10 years. They would be willing to go along with the Congress, but they want to see a winnable position. They will vote for the Congress only if it wins. That's why an alliance with the Samajwadi Party is very important for us."

Khurshid insisted that a Congress-Samajwadi Party tie-up in Uttar Pradesh "will have a far-reaching impact on the fortune of both the parties... Moreover this alliance will not only impact the Congress but also (decide) what happens to the next (central) government and what happens to the country. I think both the parties understand this sense of responsibility".

"Having said that, I think this is not an easy proposition. We haven't worked with each other for years... It would be a very sad thing if we don't have an alliance."

Khurshid said he had no idea why film star Sanjay Dutt, sister of Congress MP Priya Dutt, had reportedly consented to fight the elections on the Samajwadi Party ticket from Lucknow. "It is his choice."

He said anyone contesting in Lucknow, now represented in parliament by former prime minister Atal Bihari Vajpayee, would have to be high-profile. The Congress was considering some names, he added.

Khurshid said he disagreed with those who felt that aggression was good in politics.

"Everything is not an 'akhara'," he said. "People think politics is an akhara, but politics is not necessarily an akhara."

Need for a political platform for Muslims – Do We really need this anyways?

[An ongoing debate has always been raging in the Indian Muslim community about the pertinent need for a political platform that would address issues and help extract benefits from political quarters. But the said credible platform has never been able to take shape ever since independence due to lack of genuine leaders or those who are able to emerge on the horizon fail or turn into psychophants of the powers-that-be to serve their own vested interests. This posting presents an interesting debate on this issue. Readers are welcome to send their comments.]

[Pictures: (1.) Muslim leaders with Israeli President Simon Peres; (2.) Victim of Gujarat riots 2002; (3.) Badruddin Ajmal, Jamiatul Ulama-e Hind leader, canvassing for UDF in Assam assembly polls; (4.) & (5.) Cartoons.]

THE DEBATE on the need for a political platform for Muslims in India has always attracted a huge response from the community members. Majority of Muslims in the country still believe that there is a need for a credible and viable political platform for the community as such. But has this been able to take shape even after 60 years of independence? Several Muslims leaders like Shahi Imam of Delhi Jama Masjid Syed Abdullah Bukhari, his son and the present Imam Syed Ahmad Bukhari, Syed Shahabuddin, Maulana Asad Madani, Maulana Mahmood Madani etc. emerged on the scene to guide the community on several occasions. But were they able to or did they ever succeed in doing so? Did the community genuinely accept their leadership after all? What did Indian Muslims gain politically even after supporting these leaders for long?

These are the several questions that usually crop up in the minds of common Muslims. For instance, who doesn’t know the political profile of religious prayer leaders Abdullah and Ahmad Bukhari. It is well known that Syed Abdullah Bukhari called the shots in the Congress Party and always gave clarion call to support Prime Minister Mrs. Indira Gandhi during elections from the pulpit of Jama Masjid during Friday prayers. Later after getting bored with Indira Gandhi, both father and son supported Kanshi Ram and Mayawati of Bahujan Samaj Party. The present Imam Syed Ahmad Bukhari formed a political platform for Muslims called ‘Adam Sena’. Ahmad Bukhari hobnobbed with the Congress rebel and the then Prime Minister V. P. Singh for quite a while. Later on, Ahmad Bukhari asked Muslims to defeat the Congress Party and support the Bharatiya Janata Party (BJP) instead in the elections. Maulana Asad Madani, President of Jamiatul Ulama-e Hind always supported the Congress Party and was rewarded with a Rajya Sabha seat. He remained an MP for long. The present Jamiatul Ulama-e Hind leader Maulana Mahmood Madani is currently hobnobbing with the Congress Party and pitching for a seat in Parliament with Congress Party’s support like his deceased father Maulana Asad Madani. Earlier, Maulana Mahmood Madani had joined Samajwadi Party only in the hope that he would become a Rajya Sabha member with party’s support. But, Samajwadi Party never rewarded him with Rajya Sabha seat. Syed Shahabuddin, who resigned from Indian Foreign Service and was brought into politics by the BJP leader and ex-PM Atal Bihari Vajpayee, spearheaded the Shah Bano movement and at one time asked Muslims to boycott the national anthem on a Republic Day. He became a Member of Parliament after winning Lok Sabha elections from Kishanganj. Now he is with the Congress Party, but has retired into oblivion as the Congress Party has still not rewarded him with the Rajya Sabha seat nor has he been able to win any Lok Sabha seat.

Despite such stark truths about the Indian Muslim leadership and of the hapless Indian Muslims themselves, some responsible members of the community still feel the need for a political platform for Muslims in the state of Uttar Pradesh [thankfully, not for the entire nation].

Present here is the debate on the need for a political platform for Muslims in UP. The debate was initiated by M.J.Khan, Convenor of National Economic Forum for Muslims. J.S. Bandukwala from Baroda (Gujarat) and Danish Ahmad Khan gave their forthright opinions in their responses. -- Danish Ahmad Khan

New Political Platform in UP (India)

Dear All

I am writing this mail to all the members of AMU networks and also the members of various social - political organisations for their information, comments and considered opinions, advice and subsequently a support for what I see a long felt need of a political plate-form for weaker communities, and in particular muslims in Uttar Pradesh. It is possible that this mail reaches to many persons, who may not be belonging to minority or weaker sections or have any concern with Uttar Pradesh.

I may therefore like to mention for little more clarity for such people that Uttar Pradesh is the largest of the 29 States in India, with an estimated population of 180 million with share of Muslims at 19% and that of most backward communities (MBCs) 15%. If UP was a country today, it would be 6th largest country in the world, and therefore it holds enormous importance for muslims who are approx. 20% of the State population, but their share in jobs and institutions of higher learnings is less than 3% today. According to recent NSSO figures and Sachchar Committee findings, they have slipped below even schedule castes in education. According to our analysis, if 1,000 educational institutions of 1,000 capacity each are created for Muslims, it will take 32 years for them to catch up the national average.

The question of social opportunity and public policy needs to be answered keeping in view the poor economic development of the community. Lack of basic education, social vulnerability and policy discrimination has in totality contributed in keeping the community backward. The political prejudices and the exploitation of the community by various political parties "as the vote bank and nothing more attitude", particularly by the so-called secular parties, have caused much loss to Muslims. Only by unlocking the gates of access and equity in educational and economic spheres through political empowerment can the dreams of equality and mainstreaming of the community be materialized.

Announcements by political parties for Muslims are often made, keeping the coming elections in mind. They are completely forgotten, as soon as elections are over. Any possibility for betterment of Muslims in India in shorter run is possible only by their political empowerment. And for that to happen, they will have to win for themselves and shun the negative voting pattern.

Over the last two years, there have been wide scale consultations for creating a political platform in Uttar Pradesh, where many people feel that electorates are left with the choice of lesser evil every time, who have no development agenda. The new political entity shall have a clear agenda of:
1. Providing an honest and transparent government
2. A government free from corruption, castiesm and criminal elements
3. Justice and development with fair share of all communities without any prejudice
4. Educational, social and economic empowerment of minorities and other weaker sections

In the context of UP, while political initiatives in the last two decades brought social and political empowerment for some down-trodden communities, Muslims never benefitted in any form. The two successful experiments in the name of SP and BSP in UP are being widely seen as full of corruption, castiesm and criminal elements. While Muslims voted for them overwhelmingly, but they have been treated only as vote bank and a subject of mere political exploitation by them.

Muslims have been riding piggy of one party or the other and to be used and thrown every time. While communal parties have always talked bitter and barked on Muslims, the secular parties while speaking sweet, did the job of actual biting. The worst for Muslims is to continue trusting the vote traders in the name of secular parties, better is to strategically tie up with different political parties, election to election, and the best option is if they can initiate politically for themselves.

But starting own political outfit will require hard work, patience, little sacrifice and 'not for sale' attitude. Of late I have closely watched quite a few political and some socio-political initiatives by muslims and all of them met the well known fate. They got visibility, got price and got sold out. A sincere effort will now take little more time than what it would otherwise have taken.

While Muslims have been pushed to periphery in the vortex of democratic process, reservation system, educational policies and various socio-political dynamics in the last 61 years, the most backward castes (MBCs) among the majority community have also not benefitted. Therefore there is a scope for a broad Muslims led social coalition to be formed with a clear political agenda of fair and just rule and empowerment of minorities and MBCs. On purely political space, a natural alliance of Muslims with Rajputs in UP is immediate possibility. They can provide class and Muslims can bring the mass. The combination can work wonderfully well with Muslims 20%, Rajputs 7% and MBCs 15%.

There have been several meetings and consultations with many Rajput and MBC leaders and luminaries in the last six months, and the response is too good. A greater level of enthusiasm among MBC and Rajput leaders is seen for this political coalition than that among Muslims. They have possibly been let down time and again and are well within their logical thinking if they may view one more initiative with some degree of suspicion.

But, the need for such initiative is clearly felt and the possibilities of success seem to be strong. And I think, if there is clarity of purpose, consistency of efforts, inclusive approach and a clear "not for sale" tag, then it can succeed. Wide ranging consultations are being held on this matter, both in Delhi and at Lucknow, and movement forward seems a definite possibility. The intellectuals in muslims and other sections of society can make meaningful contribution to this move by their valuable suggestions and support.

We shall look forward to your kind comments and cooperation.

Dear Khan Sahab,

I read through your piece carefully. I share your deep concern for the plight of our miserable community. In the context of UP, one is tempted to follow the path taken by the Yadavs and by the Dalits.

As I am from Gujarat and have been among the victims of 2002, my reading is different. Political process in India is substantially corrupt. Muslims who succeed are either corrupt or our totally alienated from the community, as they play an ' Uncle Tom ' role.

In the aftermath of Babri, a number of Muslim intellectuals came out to challenge the existing order in Muslim society. Sorrowfully, they withdrew as fast as they entered. Today the possibility of a Kanshi Ram emerging among Muslims is remote. But fortunately there is a distinct shift towards quality education and business. We must see that each and every Muslim boy and girl reaches graduation stage, and preferably in subjects like medicine, engineering, management, etc. We must see our women are granted the rights so enshrined in the Holy Koran. We must turn towards business and industry in a big way.I am convinced we Muslims must just stay away from politics, except that we must vote most religiously. Our effort must be on a total socio economic transformation of our community, within the parameters of Islam. Fortunately the democratic set up in India, allows us enough elbow room to do the same. This is not possible in Pakistan or most Muslim countries.

I will welcome your response.

[Reply by M. J. Khan]

Dear Dr. Bandukwala

The nation is going fast towards privatisation, and hence the importance of quality education. No reservation system in jobs or more representation in politics will help community. What you said is absolutely required. Empowerment through education holds key in the emerging socio-economic order. If they are well educated, they will carve their place in the society, whether job or own work.

But, private education is a costly education and given the economic status of most Muslims, affording the quality private education will get out of reach. My fear is that Muslims will get further marginalized in the emerging socio-economic order due to privatisation and the prevailing reservation system. Again, Muslims traditionally worked in semi-skilled jobs, but with the changes in technologies, they will ahve no choice, but to go for skills training and certification, and without which they will again get pushed to periphery.

The fact that this community is so backward, educationally and economically, there is every justification for some instrument of support, in terms of reservation in education, or through a substantial economic package to be given to them to help them bring at par with the rest of the nation, so that they could also play equally vibrant roles in the society.

But, in democracy logics do not help. What helps is political voice and holding hostage. Gujjars deserve ST quota, no one will agree. Jats and Yadavs in backward reservation, no one can agree. But, they had political voice and got, what they did not even deserved. And muslims, as a most backward social block in Indian society, have repeatedly been denied any support. Not only this, there is also a communal quota in SC/ST reservation introduced under Article 341 (2), imposed by the infamous Presidential Order 1950 by secular Nehru, where every religion, except Muslims and Christens get reservation.

I believe, we will have to have our say in political affairs of the country. There are Muslim leaders in different parties, but there is no leadership with us. These leaders have no say, even if they feel for the community, cannot do anything. And we have no say in decision making of the country. Today, in a cabinet of 44 (33 cabinet and 11 MOS - IC) there are only 2 Muslim Ministers and that too with poorest possible portfolios. In my meetings with Sonia Gandhi, I have been pointing out how Muslims are being sidelined in every sphere, including even political. Out of 10 President Quota seats in Rajya Sabha, not a single Muslim nominated?

We go on and the agonies are countless. In democracy, without political power, no voice is heard. In Indian states, where Muslims are 20% plus, there is no reason why they should not take other equally suffering MBCs and move politically. This is difficult route, but, if community has to be empowered in shorter run, then there is no choice. Riding piggy of different secular parties from time to time has yielded no results. In fact I have known most of them, little too closely. For them, we are only the vote bank.

The poor and pathetic situation of Muslims that I see around and the NSSO and Sacchar Committee findings authenticate, need exceptional steps for any significant change. I have made many presentations and held discussions at Planning Commission and at PMO, but in democracy only pressure, lobbying and political weight matters, not logics and rationality.

I am marking this copy to other friends, who have send responses. I am thankful for your kind response.

[Response by Danish Ahmad Khan]

Dear Mr. M.J. Khan,

I read with deep interest and share your concerns regarding the need of a political platform for Muslims of Uttar Pradesh. But, Sir, do only UP Muslims deserve this. What about your underprivileged, downtrodden brethren in rest of India? I’m from Gaya (Bihar), where Muslims too are struggling for an honorable existence. However, let me tell you we, Bihari Muslims, never felt the need for a political platform of our own. This is because everybody knows the fate of so-called Muslim leadership, which becomes saleable and ultimately loses its voice in the end. With such a leadership at the helm the community is naturally left to fend for itself and rue its own fate. Sir, I can give you several examples from my state itself where a handful of Muslims took the lead in forming a political entity of their own, but the dream fortunately ended in the already-expected whimper. I refer to your quote: “On purely political space, a natural alliance of Muslims with Rajputs in UP is immediate possibility.” Truly, this idea may sound music to your ears given the bitter experiences that UP Muslims had from two significant political parties – Samajwadi Party & Bahujan Samaj Party. However, let me cite an example how Muslims in my district Gaya were ditched by Rajputs [whom you are referring to as a natural choice for proposed alliance]. You might be aware that Naxalites are ruling the roost in Gaya and other districts of Bihar. To fight the Naxals, Muslims of Imamganj & Dumaria [Blocks in Gaya] joined hands with Rajputs and formed ‘Sunlight Sena’. Rajputs led the Sena with Muslims being a major support base. But when it came to take the Naxals head on, Muslims were pushed at the forefront and Rajputs were nowhere on the scene. The result was that several Muslims were killed and are still being killed, and they had to flee to the district headquarters and elsewhere. This is what happened because of the natural alliance in my place. I’m therefore simply at a loss as to how much UP Muslims are going to be benefitted if such a natural alliance ever comes into place.

In my considered opinion at present Indian Muslims neither require reservations nor a political party of their own. Everybody knows the fate of Syed Shahabuddin [of Babri Masjid fame] and his ‘Insaf Party’. Today, Muslims are in urgent need of quality education – both on the technical and professional front. I completely agree with what Dr. J.S.Bandukwala says. Historically, Muslims have had their say during Mughal era. They lost to the Britishers because of their leaders’ follies. Again, after fighting for India’s independence Muslims were relegated behind because of their leader M.A. Jinnah and Muslim League’s follies. This was naturally not because of Rajputs or other castes, but solely by Muslims themselves. Still after 60 years of independence, Muslims have still not learnt to co-exist. It is about time that Muslims need to change their mindset and act holistically. It becomes the duty of intellectuals and social engineers to chalk out plans on how to empower the community in a way that they themselves become a force to reckon with on the political front under the guidance of you all.

The community must take lessons from Grameen Bank founder Mohammed Yunus, who brought about a radical change in impoverished Bangladesh. It is only now that Mohammed Yunus has decided to take a plunge into politics to bring about further change through political means. We, Indian Muslims, are sadly lacking stalwarts a la Mohammed Yunus.

Isn’t it true that we, Indian Muslims, hold immense power that political changes are brought about on the national and state level whenever need be? In Bihar, we Muslims did this by throwing out Lalu Prasad Yadav. The current leadership in the state under the stewardship of CM Nitish Kumar is doing an excellent job and keeping everybody happy with its performance. I think it would indeed be a great service from you all if the community is left to decide for themselves whom to elect or not as per their needs and at their own level.

I’ve an agenda that would not only empower but also radically transform Muslims for India’s well being.

(i.) Muslims need to come out of the ‘Madarsah’ mindset. Are we ready to control proliferation of ‘Madrasahs’ ourselves? Are we ready to make ‘Madrasahs’ into meaningful schools that would provide quality education along with Deeni Taleem to the rich and poor alike? I personally know how these ‘Madrasahs’ function and what radical changes are required to better the lot of those gaining education here.

(ii.) Are we ready to centralize ‘Fitra’ and ‘Zakat’ collections during Ramadhan at Mohalla & village levels? The present system of collection is completely disorganized and gives immense scope for corruption. Only seldom in the community know where these donations are being given and who are being benefitted. Rest of the collections is going down the drain. With a centralized collection, the community is going to be immensely benefitted. Small-scale industries might be established in every village with centralized collections.

(iii.) In my opinion Darul Qazas/Darul Iftas/Imarat-e-Shariah are useless and should be done away with. Their opinion to the community from time-to-time has only bred confusion amongst the Muslim masses. Sometimes their opinions have also become laughing stock in the national media. Those giving ‘Fatwas’ more often are not able to defend themselves. Their actions are only dividing the community.

These are some of the important things I’ve raised, which needs immediate proactive action from the community. I’m myself proactive and working to better the lot of the community in my own way [Please seethe following links: http://www.islamicvoice.com/february.2004/initiative.htm (This is about the institution founded by my grandfather and my association with it); http://www.hinduonnet.com/2003/08/10/stories/2003081000211500.htm (This is regarding my Interview given to ‘The Hindu’ while I was working with a community journal.)]

I warmly welcome your responses.
